Good for @realDonaldTrump's initial step in addressing election fraud, but there are two glaring problems-even at first glance. First, the EAC's "Voting System Guidelines" are VOLUNTARY and mere guidance. That does no good. It has no teeth and neither does HAVA. 🧵
