The goal of this organization, now known as the "Cartel of the Sun," is to use drugs as a weapon against the United States. The drugs that arrived in your cities through new routes were not a result of corruption or the work of individual dealers; they were the result of targeted, coordinated measures by the Venezuelan regime against the United States. This plan was proposed by the Cuban regime to Chávez in the mid-2000s and was successfully implemented with the help of the FARC, the ELN, Cuban agents, and the Hezbollah. The regime has granted these terrorist organizations weapons, passports, and immunity so that they can operate freely from Venezuela against the United States. Tren de Aragua I was present when the decisions were made to organize and arm criminal gangs throughout Venezuela to protect the regime – including the group Tren de Aragua. Chávez ordered the recruitment of criminal leaders both inside and outside the prisons to "defend the revolution" and in return granted them immunity.
