In smaller assemblies (J&K, Puducherry), even a few nominated MLAs can shift the balance of power.Codify nomination procedure in Parliamentary law: who nominates, from what fields, under what criteria. LG should normally act on advice of Council of Ministers, except in specific reserved matters.

⚠️Alarming paradox : TN has one of the most vibrant anti-caste movements (Periyar’s Self-Respect Movement, Dravidian parties). It also has a strong Dalit assertion in politics, education, and culture. But: This empowerment + high inter-caste marriage rates = heightened reaction from dominant caste groups → frequent honour killings.India is between tradition and transformation → caste is weakening in practice but not in ideology.
🅾️Symbolic reactions: Honour killings = symbolic resistance to loss of caste authority.
🅾️Urban paradox: Cities show individual freedom, but digital networks (WhatsApp groups, caste associations) reproduce caste norms in new ways.
