After its introduction in the Lok Sabha, the *Viksit Bharat Shiksha Adhishthan Bill* has been referred to a joint parliamentary committee. The Bill claims to reform higher education by simplifying regulation and revitalising the sector. However, instead of empowering institutions, it threatens to dismantle long-standing regulatory frameworks by imposing tighter government control and excessive centralisation.
The Bill proposes repealing the UGC, AICTE, and NCTE Acts and replacing them with a single apex umbrella body supported by three councils responsible for regulation, accreditation, and academic standards. While this consolidation is presented as efficiency-driven, it risks concentrating decision-making authority within a centrally controlled structure, thereby reducing institutional autonomy and diversity in higher education.
Education falls under the Concurrent List, making states critical stakeholders in policy formulation and implementation. The proposed structure undermines this federal arrangement by marginalising states, particularly affecting state universities where the majority of students are enrolled. These institutions may face constraints in designing curricula, teaching methodologies, and academic practices, as centrally determined norms override local priorities and contextual needs.
Further, the apex body and its councils will function under the policy directions of the Union government, with the President appointing their leadership. In case of disagreements, the government’s decision will prevail, and it retains the authority to supersede these bodies altogether. This arrangement enables the Centre to exert administrative and financial control over higher education institutions, influencing faculty recruitment, research direction, and academic content.
While the promotion of Indian knowledge systems and regional languages is a commendable objective, its execution risks being shaped by political and ideological considerations. The diminishing autonomy of regulatory bodies and universities, coupled with increasing central intervention, reflects an ongoing trend toward absolute control over higher education governance.
