O‘zbekiston raqamli startaplar, fintex va sun’iy intellekt ekotizimini yanada kengaytiradi
Kelgusi yildan boshlab g‘oyadan tortib eksportgacha bo‘lgan startaplarni, shu jumladan sun’iy intellekt sohasidagi loyihalarni qo‘llab-quvvatlash uchun "Raqamli startaplar" dasturi kengaytiriladi. Xususiy startap markazlariga Yoshlar jamg‘armasi orqali 5 milliard so‘mgacha 5 yil muddatga foizsiz ssuda ajratiladi.
Sun’iy intellektni o‘zlashtirishni jadallashtirish uchun 100 dan ortiq sun’iy intellekt loyihalarini qo‘llab-quvvatlash uchun ustuvor tarmoqlarda 15 ta laboratoriya tashkil etiladi.
Shu bilan birga kelgusi yilda mamlakatning 4 ta hududida “Data markaz” ishga tushiriladi, hamda mutaxassislarning ilmiy-tadqiqot va konstruktorlik ishlanmalaridan olgan daromadi soliqdan ozod qilinadi.
Markaziy bankda Singapurlik ekspertlarni jalb qilgan holda sun’iy intellektga asoslangan moliyaviy texnologiyalarga katta e’tibor qaratgan holda Fintech ofisi va Innovatsion xab ishga tushiriladi. Bu yiliga 15-20 ta fintex startapga jahon bozorlariga chiqish va 1 milliard AQSH dollarigacha investitsiya jalb qilish imkonini beradi.
Venchur fondlar, startaplar, fintex bozorining rivojlanishi ta’minlanadi, shuningdek, bozorning barcha ishtirokchilarining huquqlarini mustahkamlaydigan “Muqobil investitsiya jamgʻarmalari toʻgʻrisida”gi qonun qabul qilinadi.

Uzbekistan to Expand Digital Startups, Fintech, and AI Ecosystem
From next year, the Digital Startups program will be expanded to support startups from idea to export, including projects in artificial intelligence. Private startup centers will receive interest-free loans of up to UZS 5 billion for five years through the Youth Fund.
To accelerate AI adoption in Uzbekistan, 15 laboratories will be established in priority sectors to support over 100 AI projects. In addition, four data centers will be launched in four regions of Uzbekistan, while the income of R&D specialists will be exempt from tax.
A Fintech Office and Innovation Hub will be launched at the Central Bank with the involvement of experts from Singapore, with a strong focus on AI-driven financial technologies. This will enable 15–20 fintech startups annually to enter global markets and attract up to USD 1 billion in investment.
The initiative underscores the importance of developing venture capital, fintech, and artificial intelligence markets, as well as adopting the Law on Alternative Investment Funds.

Japanese companies explore IT projects and office launches in Uzbekistan
Uzbekistan’s Minister of Digital Technologies Sherzod Shermatov and Abdulakhad Kuchkarov, CEO of IT Park Uzbekistan, met with Japanese companies in Tokyo to discuss opening offices in Uzbekistan, launching IT outsourcing and creative projects, and strengthening bilateral cooperation.
More than 30 companies expressed interest in entering the Uzbek market in 2025–2026. Meetings with GENZ, Stone System, and Graphinica focused on QA outsourcing, opening development offices, and joint education initiatives, reinforcing technology and investment ties between Uzbekistan and Japan.

Silkroad Venture School: Key Outcomes
IT Park Uzbekistan and IT Park Ventures, in partnership with Silkroad Innovation Hub and Silkroad Angels Club, completed the Silkroad Venture School intensive program focused on angel and venture investment practices.
The five-day online program gathered 60+ participants and delivered 10+ hours of training on the full investment cycle, led by investors and startup founders from Silicon Valley and the region.
This initiative contributed to strengthening shared standards, investment expertise, and collaboration among Central Asian venture market participants as part of a broader effort to develop a mature and sustainable venture ecosystem.

| 5 |  It is great to see Uzbekistan in the TOP-10 at the latest GovTech Maturity Index by the World Bank!
In 2025, Uzbekistan made a major leap in global GovTech development. According to the World Bank’s GovTech Maturity Index, the country entered the global TOP-10, ranking 9th among 197 economies worldwide — a result of years of complex and systematic reforms. This progress reflects a clear mission: to improve people’s lives through digitalization and AI.
Since 2020, the country has risen by 71 positions, increasing its score from 0.617 to 0.958. This progress was driven by the Digital Uzbekistan – 2030 strategy, initiated by President Shavkat Mirziyoyev in 2020. Under the Presidential Decree, large-scale measures were launched to modernize public administration through digital technologies.
Over 500 new services were introduced on the Unified Public Services Portal, bringing the total number to more than 800. The renewed portal increased the share of fully digital public services to 62.7 percent.
In 2025, AI-powered services were launched for the first time. More than 600 services became available via the mobile app, including digital passports, licenses, and diplomas. Digital documents have replaced paper copies across banks, notaries, and transport, and were used more than 780,000 times in a year.
Interagency data exchange eliminated the need for 138 types of certificates, while over 300 digitalization projects were implemented nationwide. From smart border systems to e-prescriptions and nationwide connectivity, Uzbekistan continues building a strong and inclusive GovTech ecosystem.
Strengthening international partnerships and institutional cooperation, the country is positioning itself as a regional IT hub. Entering the TOP-10 was challenging — and this progress is only the beginning.

Robotis becomes a member of IT Park Uzbekistan
Makhliyo Muksinova, Services Export Development Director of IT Park Uzbekistan, met with a delegation of South Korean company Robotis to discuss the company’s plans to expand its IT office in Tashkent and obtain resident status at IT Park Uzbekistan.
Robotis plans to scale its local IT and BPO operations, hire up to 50 specialists, and is considering establishing a manufacturing facility in Uzbekistan in 2026. The partnership supports the development of robotics and software engineering talent and strengthens technology cooperation between Uzbekistan and East Asia.

Prospects for further expanding cooperation with Saudi Arabia in the field of digitalization discussed
Uzbekistan’s Minister of Digital Technologies, Sherzod Shermatov, held a meeting with the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Uzbekistan, Yousef Al-Otaibi.
During the meeting, the parties exchanged views on the implementation progress of the green data center project being developed in Uzbekistan by DataVolt. The current status of the project, as well as prospects for continuing its next stages, were discussed.

Construction of a new IT park launched in Samarkand
The construction of a new IT infrastructure facility has officially started in Samarkand, with the launch of an incubation complex for IT companies and startups. The project was initiated during a dedicated event attended by representatives of regional authorities, IT Park Uzbekistan, and the international contractor.
The IT incubation center will be developed on a site of approximately one hectare and implemented by Shanghai Construction Group under an EPC+F model, covering design, procurement, construction, and financing. The project provides for the creation of facilities for startups, IT companies, and professional skills development, with all stages carried out in accordance with national regulations and international engineering standards.
