A Tribute to Senator Frank Niceley By Pete Kennedy, Esq. Former Tennessee State Senator Frank Niceley left us all too soon, taking a vast storehouse of knowledge and wisdom on food, farming, and life with him when he passed away on June 19, 2025. He was a politician who was a man of the people, never a representative of special interests. Frank said southerners let others do their bragging for them. So here goes. Frank Niceley was the “gold standard” for a legislator, especially in the areas of food and agriculture. A fifth-generation cattle farmer, he majored in soil science at the University of Tennessee, saying it took about 20 years to get over his education and realize that everything taught at the land-grant schools was structured for the “big guy.” This unlearning, combined with his farming experience (Frank said, “If you can lose money on the farm, I’ve probably tried it at one time or another”), prepared him well to do battle for the small farmer and “little Ag” during his 24-year career in the Tennessee legislature. If there were a pantheon for state legislators who’ve eliminated regulation and red tape for family farmers and local artisans, Frank would be in there along with Tyler Lindholm in Wyoming, Marc Roberts in Utah, Craig Hickman in Maine, and Greg Hertz in Montana. Pushback​ of the Week: July 14, 2025: Thomas Massie and Brian Fitzpatrick Vote “No” At the Solari Report, we have featured Congressman Thomas Massie as Hero of the Week or for Pushback of the Week a record-setting eight times. He was also our 2024 Hero of the Year. Rep. Massie once again gets a pushback nod, along with Pennsylvania Representative Brian Fitzpatrick, for voting against passage of the One Big Beautiful Bill on July 3. The two were the lone House Republicans to cast a “no” vote; the bill passed by four votes (218-214) after members wrangled for over 24 hours. The bill includes massive tax cuts, increased military spending, and funding for thousands of new ICE and Border Patrol agents, among other provisions. We think that the bill will dramatically accelerate the building of a control grid targeted at all Americans. As reported in The Hill, Massie voiced his objections to the bill early on, describing concerns about its contribution to the national debt. Explaining his vote, Massie wrote, “I voted No on final passage because it will significantly increase U.S. budget deficits in the near term, negatively impacting all Americans through sustained inflation and high interest rates.” Fitzpatrick, who has a reputation as the “most bipartisan member of Congress,” reported voting no because he objected to several Senate amendments, including those affecting Medicaid. Hero of the Week: July 7, 2025: Scott Schara Anyone who has followed the acceleration since 2020 of hospital-perpetrated medical murder is probably familiar with the horrifying story of Wisconsin teen Grace Schara. The 19-year-old died in October 2021—just two months after her joyful baptism—following shocking breaches in the standard of care at Ascension St. Elizabeth Hospital. In 2023, Grace’s father Scott Schara and the family filed a wrongful death lawsuit against the hospital and individual providers, alleging medical battery, negligence, and lack of informed consent. Senator Frank Niceley was the epitome of a statesman—principled, grounded, and deeply committed to the people he served. He was never driven by a desire for political advancement or recognition; instead, Frank consistently prioritized integrity and conviction when casting his votes. Throughout his career, Senator Niceley was a tireless voice for everyday Tennesseans, especially small farmers and rural communities. Even when his positions carried political risk, he remained firm in standing for what he believed was right. During the 2024 legislative session, one of Governor Bill Lee’s key initiatives was the introduction of legislation to establish conservation easements in Tennessee. Senator Niceley opposed this initiative, expressing serious concerns. He played a central role in the bill’s defeat that year, fully aware that his stance could invite political consequences. In August 2024, Senator Niceley lost the Republican primary for his Senate seat. His campaign faced significant outside influence, including negative mailers and advertisements that misrepresented his record. While it is impossible to definitively connect his primary loss to his opposition to the conservation easement bill, it is worth noting that his position on the issue was met with substantial pushback. In the 2025 legislative session, with Senator Niceley no longer in office, the conservation easement legislation was passed in Tennessee.
