Bugun ajoyib kun. Shiddat va harakatga to‘la kun. Ilk bor Web Summit Spotlight Markaziy Osiyoda — aynan Toshkentda o‘tkazildi. IT Park Uzbekistan va Raqamli texnologiyalar vazirligi nomidan sizlarga samimiy minnatdorchilik bildiraman. Dunyoning turli burchaklaridan kelib, biz bilan birga bo‘lganingiz uchun tashakkur. Sizlarning ishtirokingiz muhim narsani anglatadi: to‘g‘ri, biz yosh ekotizim, rivojlanayotgan bozormiz — biroq texnologiya, innovatsiya va autsorsing bo‘yicha global maydonning bir qismi bo‘lish uchun ulkan o‘sish va keng qamrovli salohiyatni namoyon etdik. Bu hali boshlanishi, xolos. Bu yerda bo‘lganingiz, bizga ishonganingiz va ushbu safarning bir qismi bo‘lganingiz uchun tashakkur.

It’s a wonderful day today. A day of momentum. For the very first time, the Web Summit Spotlight has arrived in Central Asia—right here in Tashkent. On behalf of IT Park Uzbekistan and the Ministry of Digital Technologies, I would like to say thank you. Thank you for coming here, from all over the world, to be with us. Your presence shows something important: yes, we are a young ecosystem, an emerging market—but we have demonstrated tremendous growth and vast potential to be a part of the global stage for technology, innovation, and outsourcing. Today is not just another conference. Today is a bridge—a bridge between West and East. Leaders and innovators from MIT, Plug and Play, Startup Genome and hundreds of companies and venture funds are here with us in Tashkent. And this is not just symbolic. They are opening doors, they are showing that the next billion-dollar companies will be born here in Central Asia. And what proves this better than anything? The numbers. In just a few years, Uzbekistan has become one of the fastest-growing tech ecosystems in the world. We have grown from just $600,000 in IT exports in 2017 to more than $800 million in 2024. From only four companies in 2017, we have built an ecosystem that is now recognized globally. This is only the beginning. When Central Asia looks for that push, most probably they will look at Uzbekistan and say: this is the model that works. Let’s replicate it across borders. Going to the most provocative thing, I think we place too much emphasis in emerging markets on Western investors, international investors, particularly the U.S., putting them on a pedestal. You don't have to look at that market as the market to go to. Everyone tries to replicate Silicon Valley, trying to do it in a version in another country decades later compared to unique circumstances that happen in Silicon Valley. You need to have a fit-for-purpose ecosystem strategy for each country and each market that you're in rather than trying to replicate what was done before. When it comes to international investors, when you have success stories and more visibility, they'll come. In terms of a personal story, I think one of the best examples, we spoke about the importance of people. As a VC, your job is to be a talent scout. One of the best examples is the number of startups and diaspora founders or founders from this region entering programs, raising money abroad, success stories, etc., including Y Combinator, for example.

Positive reforms are already underway — one key initiative is Enterprise Uzbekistan, which will provide not only tax incentives and infrastructure, but also regulatory support through mechanisms like the regulatory sandbox. It’s a strong step toward making Uzbekistan more accessible and attractive for international investors.
