🅾️Justice, inclusion, and legitimacy create the moral conditions for peace. Military suppression can break insurgent capacity; governance reform breaks insurgent relevance. Trust-building through welfare and fair law enforcement transforms citizens from subjects to stakeholders.
🅾️Why?- If deprivation alone caused extremism, equally poor states like Odisha or Jharkhand should be equally violent — they are not. Bihar and Chhattisgarh show that governance deficits, corruption, and alienation, not poverty per se, sustain extremism. Naxal attacks often target development infrastructure (railways, telecom) - this is signalling resistance to state presence, not economic progress.

This shows the state's move towards data-driven governance.As the farmer became aware of the satellite's schedule (passing only a few times a day), they adapted. The Action shifted from outright burning to strategic burning—late in the evening, low-intensity, or partial burns—to evade detection.
🅾️Government data proudly announced a sharp decline in fire counts (the metric of visible success). However, the actual total burnt area- truth of the environmental damage remained largely unchanged.
